President's Cabinet

The Vice Presidents and Senior Administrators of the College comprise the President's Cabinet. These senior administration officials work closely with the President to establish goals and priorities for Philander Smith College.

Darnell Williams, Ph.D.

As Senior Executive Assistant to the President, Dr. Williams provides high level executive support to the President and to the Board of Trustees. He is the primary point of contact for internal and external constituencies on all matters pertaining to the Office of the President. Other senior level executive duties and responsibilities include: serving as the liaison to the Board of Trustees and to the President's Senior Management Team; organizing and coordinating executive outreach and external relations efforts, and overseeing special projects.

Dr. Darnell Williams has taught at The Ohio State University, Jackson State University and Bishop College. He has also taught in the Gary, Indiana Public Schools, and the Garland, Texas Public Schools, where he served as the Director of Bilingual and Compensatory Education Programs. During his tenure at Langston University, he served in several administrative and professorial positions: Dean of the School of Education and Behavioral Sciences, where he developed and implemented the Graduate Program in Education; developed and directed the Langston University Center for International Development, which included its internationally recognized Study Abroad Program and the undergraduate degree program in International Education; and Professor of English, English as a Second Language(ESL), Bilingual/Multicultural Education, Spanish and French. Dr. Williams has served as a consultant for many colleges and universities in the areas of accreditation, program development, and assessment.

Dr. Williams received the Bachelor of Science Degree in Spanish and French from Bishop College(1966), the Master of Arts Degree in Spanish(1968), the Specialist Certification in English as a Second Language(1969), and the Doctor of Philosophy Degree(Ph.D.) in English Education(1973), all earned at and conferred by The Ohio State University.

Rev. C.J. Duvall

Rev. C.J. Duvall, Jr. serves as Vice President of Institutional Affairs.  Duvall is responsible for directing and coordinating strategies to raise funds to support the mission of the college by building a strong college endowment, creating capital campaigns, building scholarship donations and leading planned giving efforts.

Rev. Duvall is a former Fortune 250 executive from the wireless communications industry and a former member of the Philander Smith College board of trustees.  Duvall has a B.A. degree in Behavioral Science from Missouri Baptist University, a M.S. degree in Industrial / Organizational Psychology from Purdue School of Science and a M.T.S. degree from Eden Theological Seminary and has served in the United Methodist Church as a senior pastor in the Central District of the Arkansas Conference.

Hazel Arnett Ervin, Ph.D.

As Vice President for Academic Affairs, Dr. Hazel Arnett Ervin's responsibilities will be coordinating and supporting academic programs, teaching, and oversight of the institution’s accreditation. As a member of the president’s executive cabinet, Ervin will have a key role in helping shape and sustain the college’s intellectual life.

Ervin has been president of the Atlanta, Ga.-based HBCU-General Education Alliance, which brings together national leaders, academicians and members of communities to engage in dialogue about quality education in America, particularly for underprepared and underrepresented students of color. Over the last 25 years, she has worked in higher education both as a professor and an administrator, including a tenure at Morehouse College as Director of General Education.

In addition to an A.B. degree in English from Guilford College, Ervin holds a master’s degree in African American Literature from North Carolina A&T State University. In 1993 she earned her Ph.D. in African American Literature from Howard University.

Mr. Kevin B. Hamilton
Vice President of Student Affairs/Dean of Students

As the Vice President for Student Affairs/Dean of Students at Philander Smith College, Mr. Kevin Hamilton provides leadership and guidance to a division consisting of Religious Life, Career Services, Campus Security, Disability Services, First Year Student Advising, Residential Life, Greek Life, Student Involvement and Leadership, and Student Conduct. He received a bachelor’s of arts degree in Communications from Lyon College in Batesville, Ark., and a master’s of Education degree in College Student Personnel from Azusa Pacific University in Azusa, Calif. He is in his final year of coursework towards a doctorate degree in Higher Education Leadership from Azusa Pacific University.

Mr. Hamilton has worked in student leadership positions at Lyon College, University of Central Arkansas, Hendrix College, and Texas Tech University.

Mr. Terry Wallace

A native Arkansan, Mr. Terry Wallace received his bachelor's degree in business administration with a major in accounting from the University of Arkansas at Fayetteville.  With over 25 years of financial management experience in the private business sector, he started as a consultant at Philander in 2005 and was named Vice President for Fiscal Affairs in September 2008. The Office of Fiscal Affairs has oversight of the Business Office, Human Resources, Auxiliary Services, Computer Information Systems and the Physical Plant.  Wallace serves on the board of the Downtown Little Rock Partnership as chairman of the membership committee.
